Project Description:
The U.S.-Pakistan Partnership for Agricultural Market Development (AMD) activity in Pakistan is a USAID funded activity implemented by CNFA with the goal of supporting the development of Pakistan’s commercial agriculture, particularly through improving the ability of Pakistan’s agriculture and livestock sectors to meet both international and domestic demand and requirements in targeted product lines in citrus, mango, high value/off season vegetables and livestock. AMD envisions transforming the four targeted product lines into efficient, private sector-led value chains that deliver competitive products to domestic and export markets. AMD’s targeted training, matching grants, and technical assistance will leverage private sector investment and encourage innovation. Together, these approaches will support upgrading, streamline supply chains, optimize profit margins, increase participation of women entrepreneurs, and ultimately make Pakistani mango, citrus, meat and HV/OSV more profitable and more competitive.
Objective of the Technical Assistance:
The objective of this assignment is to provide technical assistance to the AMD team in development of backgrounding farms in industry through in kind grant support program. The consultant will further assist the industry in linkages development of feedlot to abattoirs / processors for Integrated Supply Chain in the Meat Sector.
Timing of the Assignment
Total consultancy period of this assignment is 120 days and will commence working on this assignment on or about August 1, 2017 and will continue till Feb 28, 2018.
Specific scope and deliverables for the assignment are given in the proceeding sections.
Assignment Scope:
The consultant’s tasks will include but not be limited to:
- Assist in development of cost shared grants program in feedlot - backgrounding for private partners and preparation of grant agreements to be shared with home office and USAID.
- Assist the AMD team in designing the working model and program implementation strategy for the backgrounding as viable business model in feedlot program.
- Prepare comprehensive technical assistance / training program for the backgrounding grantees.
- Assist in preparing technical specifications of in-kind grant machinery and selection of vendors for the supplies.
- Develop business linkages b/w feedlot to abattoirs / processors for sourcing quality lot for retail and export markets.
- Extensive visits of project areas in both Punjab and Sindh to support feedlot in marketing of finished lots and mature business deeds b/w feedlot and value added business on agreed terms.
- Arrange business linkages workshops and coordination with all stakeholders of meat value chain for integration.
- Any other tasks assigned by the Sector lead or Chief Technical Advisor / COP relating support to Integrated Supply Chain Support for the Meat Sector Program.
Deliverables:
The consultant’s deliverables will be following :
1. Assist in development of RFA for cost shared grants program for backgrounding and preparation of grant agreements of selected grantees.
2. Assist to prepare comprehensive technical assistance / training program for the backgrounding grantees.
3. Assist in preparing technical specifications of in-kind grant machinery and selection of vendors for the supplies.
4. Arrange business linkages workshops to assist feedlot grantees and non-grantees to link with leading abattoirs / processors and develop integrated supply chain in meat industry.
5. Assist all feedlot grantees and potential non-grantees to mature business deeds with value added business on agreed terms for continued selling finished lots.
Qualifications:
The ideal candidate must possess the following:
- Graduation preferably degree in the field of veterinary sciences
- Experience of having worked with commercial livestock / meat sector organizations and business linkages assignments.
- Sound knowledge of feedlot management and backgrounding business model.
- Prior experience of working with USAID or donor funded projects in Pakistan with a focus on development of the agribusiness value chain using an integrated supply chain approach, will be an advantage
- Excellent computer skills, particularly Word, Excel and Power Point
- Demonstrated ability to work in a team
- Demonstrated interpersonal and communication skills; and
- Documented excellent writing skills in English
- Knowledge of local languages will be an added advantage.
