Objectives:
The objectives of hiring One Health consultant are to advise Ministry and affiliated institutions on policy issues related to one health and assist in the development of national and provincial cross-sectoral coordination and develop collaborations on zoonotic diseases within the One Health approach.
Major duties and responsibilities:
1. Assist the Ministry of NHSRC in preparing the plan for prevention and control of zoonotic diseases in Pakistan within One health approach through
a. Conducting a needs, gaps and capacity assessment;
b. Identifying the hot spots for zoonotic infections and existing burden of zoonoses;
2. Develop plan for strengthening inter-sectoral collaboration and coordination between human and animal health sector in the areas of surveillance and laboratory diagnosis for prevention and control of zoonotic diseases;
3. Assist the Ministry of NHSRC to develop plans and mechanisms for joint surveillance and risk assessment at the animal and human interface for early detection and response to emerging and other zoonotic infections;
4. Support the Ministry of NHSRC to develop zoonosis specific documents (manuals, guidelines, etc.) (GHSA) in line with JEE & GHSA OIE reports for Pakistan;
5. Extends support to the development through a consultative process, the national 5 year IHR- GHSA Roadmap and activity Matrix with special focus on One health and related areas;
6. Supports Ministry of NHSRC to facilitate and mobilize technical and policy inputs for drafting matters related to One Health covering both human and animal health aspect;
7. Extends technical assistance for organizing key planning workshops and related meetings in the area of One Health;
8. Advises Ministry of NHSRC in engaging and strengthening linkages with National and provincial focal persons from the human and animal health side / IHR focal persons as well as matters relating to coordination between human health and animal health sectors for developing and implementing One Health approach addressing priority zoonotic diseases in the country;
9. Assists in development of monitoring and evaluation framework for One Health activities under the 5 years IHR-GHSA Roadmap.
Qualification, experience and skills:
Education:
DVM (Doctor of Veterinary Medicine) and/ or equivalent qualification from a recognized institution;
Preferable additional Masters in Public Health/ Animal Health
Experience:
At least 5 years of proven experience relevant to One Health aspect, with specific expertise in Animal Health, zoonotic disease surveillance, detection, outbreak response and research;
Strong existing familiarity with key global and regional One Health initiatives and networks and active involvement in One Health policy and planning discussions over the past decade;
Experience in working with a range of stakeholders including international and regional governmental, academic and civil society partners and national governments;
Expertise and demonstrable experience in the preparation of high quality reports.
Languages:
Very good knowledge of English and Urdu languages.
Duration of the assignment:
Initially for 6 months with possible extension depending upon the need, performance and funding availability.
Location:
The selected consultant will be placed in the HPSIA Unit in Ministry of NHSRC.
Remuneration:
Will be based on the defined organizational rates applied to the scope of work.
